Enforcer Rules
1. Starting load out is 300 rounds and 1 pyro.
There is no automatic reload – once youve fired your 300 rounds unless you have a reload chit you dont get to reload.
A reload chit can be used to re-arm back up to your 300 rounds or to acquire a pyro.
Criminals – gain reloads by buying them from a Black Market Arms Dealer or stealing them either from the Untouchables or buying from other Mob Families. Buying stuff needs cash, cash can be gainned from robberies, smuggling illegal goods and protection rackets. Basically you want more bullets go commit some crimes.
Police – You get reload chits from the central armoury. You can also get them by confiscating criminal’s ammo if theyve left any in a building you raid. To get the reloads from central armoury you have to get the Mayor to sign off on them, he’ll only do this if your capturing contraband goods and arresting criminals. The reload deliveries from central armoury are vulnerable to being intercepted by the Criminals. Get out there and enforce the law!
2. Private citizens
There are innocent people caught up in the middle of this, there are also sneaky Criminals who arent currently breaking the law.
Criminals – Shooting civilians means you cant then extort money out of them, it also makes it more obvious which buildings your using. All round self defeating. Of course other Criminals posing as private citizens are fair game.
Police – These are the guys your trying to protect. Shooting a civilian will immediatley place you on suspension, as soon as you are able you must return to the police station and hand yourself in. Unfortunatley for you a Criminal who isnt carrying a visible gun or commiting a crime or running from a crime scene is a private citizen as well.
3. Arrests
How you end up in jail and how you get out again.
Police can demand that a Criminal surrenders, this saves a lot of precious ammo. If a Criminal surrenders they can not then attempt to escape, but must still be scorted back to the jail. Criminals who surrender do not have any ammo taken off them, so re-enter play after release from jail with their load out as was.
Criminals who are shot and then medic’d by the Police have been arrested and need to be escorted back to the jail. Any Criminal who was arrested after being shot has all of their ammo confiscated, (no we dont actually steal your bb’s but you must go to a safe house and use up a precious ammo chit before you can start shooting again).
Police who shoot a private citizen must report to the jail.
Re-entering play:
Police – to get the Criminals to drop the law suit you have to let 2 of them out or return 2 units of contraband to them.
Criminals – time to part with some cash and pay the bail money. Get 1 of your guys down there with some cash and get your boys back in play.
To ensure that nobody is held out of play for too long your lawyers will find a loop hole in the case against you in 30 minutes, assuming you want to get back in the game before then you will need to use the options shown above, or dont get arrested in the first place.
4. Entering Buildings
Criminals – you can go anywhere.
Police – to enter a building you need a Warrant or direct evidence of a crime. Acceptable direct evidence – Your being fired at from the building or you can see a shop keeper being held at gun point or chasing a fleeing Criminal from the scene of a crime.
Warrants are issued by getting 4 arrests or acquiring 4 items of contraband. A warrant takes 15 minutes to issue once youve got your evidence, a warrant is for a specific building only and must be used within 30 minutes of issue. So make sure youve identified the right building.
5. Criminal safe houses
All ammo chits, money and contraband goods must be stored at these locations. Injured Criminals who can get back here are treated by a back street medic and restored to full health. The Safe house also contains a piece of evidence against one of the Crime Bosses. If a safe house is succesfuly raided by the Police it ceases to count as a safe house.
Criminals – Defend these places, dont give the Police an excuse to enter them, ie. dont use a safe house as an escape route and dont shoot at the Police from one.
Police – Get your warrants and raid these buildings. Confiscate all cash and ammo that you find, but most importantly get the evidence on the Crime Bosses. There are 2 items of evidence on each Crime Boss, get both on the same guy and you get an arrest warrant to go after that individual.
6. Criminal objectives
Crews will be assigned objectives based on different types of crimes.
7. Police – Task Forces
Units will be assigned objectives to target specific types of crime. The highest crime rate between Rackets, Vice and Armed Robbery will be the next target of the Task Force Objectives.
8. Getting shot / blown up
First hit is a flesh wound:
You can no longer take part in combat (you cant shoot, must not act as cover for live players and take no additional in game harm from being shot again until youve been medic’d), you must pull back to a safe location where any member of your team can medic you to bring you back into play. This is a very slow stagger or a crawl.
Second hit is a serious injury:
You can no longer take part in combat, you must remain where you fall (shifting slightly to get out of line of fire is fine) until some one gets to you to medic you.
Third hit is a near fatal wound:
You can no longer take part in combat, you must remain where you fall (shifting slightly to get out of line of fire is fine) until some one gets to you to medic you. Once medic’d you must immediately return to a safe house if your a mobster or the jail if your an Untouchable / arrested Mobster to be healed by a doctor. You may not use a gun or pyro while heading back to the doctor. This restores you to full health. If shot again while on route to getting healed it counts as another 3rd hit.
Medic – It takes a live team mate 10 seconds to medic you back to health.
Pyro – an explosive blast counts as 1 hit.
There is no straight KIA
Bleeding out is possible it takes a full 5 minutes to occur. You re-enter play with no ammo and must arm up out of your groups ammo supply. Untouchables return to play from the jail, Mobsters from any safe house.
